What creative fatigue is
Creative fatigue happens when an audience has seen an ad so often it stops responding. In Meta Ads it shows up as a sustained CTR drop, rising CPM and frequency above 3 to 4 inside a 7-day window.
It is not the audience or the algorithm. It is the creative. And it is not solved by raising budget; it is solved by rotating angle, hook or format.
The 3 signals that confirm fatigue
1. 7d frequency above 3.5 with CTR down more than 20 percent versus the ad's first week.
2. CPM up more than 15 percent with no audience or auction-wide changes.
3. CPA up more than 25 percent while ROAS drops at least 0.2.
